陕西省新型农业社会化服务水平评估与分析

Evaluation and Analysis of the Service Level of Agricultural Socialization in Shaanxi Province

通过构建农业社会化服务水平评估体系,利用2005-2013年期间的面板数据,对陕西的农业社会化服务水平进行测评。研究结果显示:全省农业社会化服务水平正逐年提高,其中,金融服务和生产服务增长最快,基础设施与流通服务稳步增长,科技服务与信息服务在波动中呈上升趋势。结合实证分析结果,提出通过加强科技成果转化,强化农业贷款和农业保险服务,构建多元力量参与农业服务的有效机制,大力培育新型职业农民等措施来进一步提高陕西农业社会化服务水平。

Based on the panel data during 2005-2013,the level of the service of agricultural socialization in Shaanxi was measured by building a new type of evaluation system of the level of the service of agricultural socialization. The results showed that the level of the service of agricultural socialization in Shaanxi was improving year by year. Among which,financial and production services grew fastest,infrastructure and circulating services grew steadily,information and technology services were raising in volatility. Based on the empirical analysis of the results,this paper takes the measure of training new professional farmers to further improve the level of service of agricultural socialization in Shaanxi province,by strengthening the transformation of technological achievements,intensifying agricultural loans and insurance services,and building an effective mechanism in which multiple power were involved in agricultural service.
