中美构建网络空间新型大国关系探析

Analysis on China and the United States to Build a New Model of Major-Country Relationship in Cyberspace

中美在网络空间构建新型大国关系是中美关系中的重要课题,也对世界网络空间发展具有重要意义。论文从三个层面进行探析:第一,中美两国在网络主权管理和发展战略方面的分歧和差异是构建新型大国关系面临的难题;第二,两国对网络空间主导权、话语权的竞争与军事化博弈给构建新型大国关系带来阻力;第三,两国在网络空间广泛的共同利益和合作前景为两国关系良性发展提供了内在动力,使两国在网络空间构建新型大国关系成为可能。

To build a newmodel of major-country relationship in cyberspace between China and U. S. is of significance not only to the Sino-US relations,but also to the international cyberspace development. At first,owing to the differences between the two countries in the cyberspace sovereignty and development strategy,it is difficult to build the newmodel relations; Secondly,the Sino-US competitions in cyberspace dominance,discourse power and military game bring resistanceto build the newmodel relations; Last but not the least,it is the extensive common interests and cooperation prospects that provideinherent power for the healthy development of bilateral relations.
