广东省城中村改造的现状与发展思路研究

The Present Situation and Development Ideas of Guangdong Provincial Urban Village Renovation

在国土资源部与广东省合作共建"节约集约用地试点示范省"的背景下,广东省积极探索、创新实践城中村改造工作并初显成效。本文基于调研分析,阐述了当前广东省城中村改造的基本情况,初步归纳了现行多种旧村改造模式,剖析了改造中存在问题的主要原因,探索城市存量建设用地再开发的方法、机制与政策,提出了对广东省城中村改造的建议,推动城市土地开发实现从"外延式"扩张向"内涵式"挖潜的转变。

In the process of building a pilot province for the saving and intensive use of land by the joint efforts of the Ministry of Land and Resources and Guangdong Province,Guangdong Province has actively explored and innovated the practice of urban village renovation,and has achieved initial results. Based on the investigation and analysis,this paper expounds the basic situation of the reconstruction of the urban villages in Guangdong Province,and sums up the existing transformation modes of the old villages,analyzes the main reasons for the existing problems,and explores the methods and mechanisms of urban redevelopment policy. Finally,it makes some suggestions for the transformation of urban villages in Guangdong Province,as to promote the development of urban land changing from the extension to the expansion of connotation potential.
