京津冀协同发展背景下鹿泉子片区城镇体系建设构想

Urban System Construction in Luquan Subarea with the Coordinated Development of Beijing-Tianjin-Hebei

京津冀协同发展背景下,河北省需要通过"分区+分步"方式逐步提高城市化水平。石家庄在构建城镇体系过程中,也要采取分片区的发展对策,"一核+四片区"是其理性选择。以鹿泉为核心的鹿泉子片区将平山县和井陉县整合在一起,在发展过程中要形成月牙形城镇体系,使得子片区最南端和最北端的城镇化水平均得到快速提升。在此过程中,子片区中的每个行政单元都要形成各具特色的城镇体系:鹿泉区形成四边形城镇体系,黄壁庄镇、大河镇、铜冶镇和白鹿泉乡是四边形的顶点;平山县要形成"C+"形式的城镇链,通过以平山县中心地为依托构建的核心城镇团带动"内环"、"外环"和"一链"的发展;井陉县要形成"两线+三片"的城镇体系。鹿泉子片区在发展过程中,还要从区域外做文章,将晋东和冀西整合在一起,借力发展提升城镇化速度。

With the coordinated development of Beijing-Tianjin-Hebei, the level of urbanization in Hebei province can be improved by means of ＂dividing subareas ＋ step by step＂. In the process of constructing urban system of Shijiazhuang, the strategies of dividing subareas can be practiced; ＂one core ＋ four subareas＂ is the reasonable decision. Luquan subarea, taking Luquan district as the center, integrates Pingshan county and Jingxing county. A crescent-shaped urban system need to be out-lined, enabling the rapid increasing in the urbanization level between the southern and northern ends of the subarea. Meanwhile, a distinctive urban system must be formed in each administrative unit： in Luquan district, forming a quadrilateral shape urban system with Huangbizhuang town, Dahe town, Tongye town and Bailuquan town as apexes; in Pingshan county, a ＂C ＋ o＂shaped urban system must be formed, the main body of Pingshan town system drives the development of ＂inner circle＂,＂outer circle＂ and ＂one chain＂ ; in Jingxing, ＂two-chain ＋ three-group＂ shape urban system must be formed. During this process, elements from exterior area can also utilized, which means integrating east area of Shanxi province and west area of Hebei province, hence speeding up its urbanization.
