教育宏观政策的制订与实施:实践反思与建议——以广东省为例

摘要 近10多年来,广东教育宏观政策制订与实施坚持立足全局、问题导向、系统设计、上下联动,产生显著成效。面向2020年,教育宏观政策制订与实施,要应对提高教育公平底线和推进教育优质均衡发展、教育规模庞大和质量水平提高、高等教育结构优化和区域融合发展等问题,应始终坚持促进全体学生健康成长成才的初心,实现科学理念引领;把握教育的规律和特点,坚持定量与定性相结合;更加体现科学和民主,切实加强风险评估和绩效考核。 Over the past 10 years, the formulation and implementation of Guangdong education macro-policy have achieved remarkable success, which are based on the overall situation, the problem-oriented strategy, the systematic design, and the way of advancing on the whole. In terms of such problems as enhancing the bottom line of educational equity and promoting high-quality balanced development of education, the large scale of education and the improvement of education quality, the optimization of higher education structure and the development of regional integration, the formulation and implementation of Guangdong education macro-policy for 2020 should firmly adhere to the original intention of promoting all students’ healthy growth under the guidance of scientific philosophy, to the combination of quantitative and qualitative in light of the rules and characteristics of education, and to the feasible reinforcement of the risk assessment and performance evaluation in a more scientific and democratic way.
