我国航空运输监管机构研究——基于中美航空运输业监管机构的比较

航空运输业监管机构是航空运输业监管职能的承担者,航空运输业有效监管的实现取决于监管机构监管职能的认真履行。因此,对航空运输监管机构的研究意义重大。中美两国航空运输业监管机构的发展历程虽然不尽相同,但两国最终都确立航空运输业监管的大部制管理模式。通过对两国航空运输业监管机构的全面比较,不难发现两者差异相当显著。鉴于我国航空运输业"综合性"监管机构存在的不足,应当从政监分离的角度探索我国航空运输监管机构的实现路径。
