海外华人政治参与模式初探——以美国、马来西亚及英国为例

The Modes of Political Participation of Overseas Chinese:Examples from the US,Malaysia and the UK

海外华人政治参与是保障其自身生存发展及合法权益的基础。随着海外华人数量的迅猛增长和参与所在国政治意识的显著提高,海外华人在所在国的政治参与有了良好发展,形成了美国华人"精英参与"、马来西亚华人"族群参与"及英国华人"推动参与"三个最具代表性的政治参与模式。这三种模式在参与路径、参与成效及形成原因等方面各具特色。通过加强与海外参政华人的联络与沟通,使其成为宣传真实中国形象、促进中外交流的重要桥梁,将对改善我国的外交环境、构建"和谐世界"具有重要助益。

The political participation of Overseas Chinese is the basis to safeguard their survival, development and their legal interests. With a rapid growing number of Overseas Chinese and rising awareness of their political partic- ipation, Overseas Chinese have made steady progresses in politics affairs in their hosting countries, and developed three typical modes of participation in local political lives, such as active involvement of elite Chinese in political affairs in the United State, participation of Chinese as ethnic group in politics in Malaysia and joining in political lives by gaining support from communities and political party in England, which have featured respectively in the ways, effects and reasons of their political participation. By strengthening the communications with Overseas Chi- nese outstanding themselves in political affairs, encourage them to act as bridges to promote true images of China and to increase exchanges between China and other countries will be of great benefit to improve China＇s diplomacy environment and establish a harmonious world.
