摘要
公众对专家的信任直接影响公众对风险治理的评价和风险决策。在气候变化的治理中,公众越来越不信任专家和决策者,信任度的降低或缺失严重阻碍了政府制定决策和执行相关措施。为了探索公众信任在气候变化治理中的作用、提高公众对专家的信任,运用信任、信心与合作(TCC)模型理论,本研究采用问卷调查的方式对全国2082人进行了公众信任度调查。结果显示:公众对专家的信任度越高,公众对风险治理的评价和支持度越高;公众对风险治理的评价越高,公众对风险治理的支持度越高。
Public trust in experts directly impacts on the public risk assessment and risk decisions. As the growing public distrust of experts and decision-makers in the governance of climate change, the reduction or absence of trust seriously hampers the government decision-making and implementation of relevant measures. In order to explore the role of public trust in climate change governance and to improve public trust of experts, based on the TCC model we made a public trust investigation with 2082 valid questionnaires across the country. The results show that the higher public trust in experts, the higher public evaluation and support for risk management. Meanwhile, if the public evaluation of risk governance is rising, public support for risk governance will be higher.
