柬埔寨高等教育经历了由殖民主义向后殖民主义四种治理模式的转变。柬埔寨政府建立了国家高等教育治理架构、协调机制和质量保障体系,出台了一系列高等教育治理的政策法规,制定了长期战略规划,构建出系统化的高等教育治理体系。柬埔寨高等教育治理推行了市场化的办学体制、国际化的治理制度、社会化的质量保障、现代化的大学制度和整体性的治理规划,体现出治理改革由碎片化向整体性的发展趋势。

Cambodia higher education has witnessed the transition of four governance models from colonialism to post colonialism. Cambodia government has established the national higher education governance organizational structure, coordination mechanism and quality assurance system, formulated a series of policies and long term strategic plans, thus forming higher education governance system. Besides, such reforms as privatization of HEIs, internationalization of policies, wide- spread quality assurance, university autonomy and the holistic governance planning, have been implemented in Cambodia higher education governance, demonstrating the tendency from the fragile to holistic governance.
