摘要
针对我国油气管道管理存在的规划统筹不足、工作衔接不畅、职责履行不力等问题,探讨建设国家油气管道地图系统并分析其架构,以期实现对油气管道的全过程管理。通过问题分析和典型事故案例剖析,明确国家油气管道地图系统的功能定位,确定油气管道全过程管理的5个关键环节;通过统筹分析信息来源和系统预期功能,分析确定系统的部署模式和未来的技术支持方式,提出系统建设标准,明确数据采集信息内容、信息报送方式以及数据变更与更新等核心要素。建立有效联系企业、政府部门和第三方的国家油气管道地图系统,实现对油气管道的全过程管理,对于保障油气管道安全运行具有重要作用。
Aiming at the existing problems of oil and gas pipelines management in China that the overall planning is inadequate,the work connection is not smooth,and the fulfillment of duties is ineffective,the establishment of national oil and gas pipeline mapping system was discussed,and the system architecture was analyzed,so as to realize the whole process management of the pipelines. Through the in- depth analysis on problems and typical accident cases,the functional orientation of national oil and gas pipeline mapping system was defined,and five key links of the whole process management were determined. Through the overall analysis on information sources and expected system functions,the deployment mode and future technical support means of the system were made clear. The construction standards of the system were put forward,and the core elements were specified,such as the contents of data collection information,the information reporting way,and the data changing and updating,etc. The national oil and gas pipeline mapping system can effectively connect the enterprises,government departments and third parties,and achieve the whole process management of oil and gas pipelines. It plays an important role in guaranteeing the safe operation of oil and gas pipelines.
