境外铁路工程概预算编制方法及工料机费用的探讨

Discussion on Budgetary Estimate Making Method and Cost of Labour,Materials and Machines for Overseas Railway Engineering

随着铁路建设技术的发展,我国铁路建设取得了举世瞩目的辉煌成就,并加快了中国铁路"走出去"的步伐。为科学合理地编制境外铁路建设项目的概预算,此文在针对国内外工程概预算编制方法进行分析的基础上,建议以工程定额法编制境外铁路建设项目的概预算。并分析了完全套用我国铁路工程造价标准体系编制境外工程概预算的不适应性。经分析和探讨,提出确定境外建设工程工料机费用的方法。

With the development of railway construction technology, China＇s railway construction has made remarka- ble achievements, and accelerated the pace of China＇s railway ＂going out＂. To make the budgetary esti- mate of overseas railway project scientific and reasonable, the budgetary estimate making method of domestic and overseas is analyzed, and the engineering quota method is proposed for budget estimate preparation of overseas railway construction project. The budget estimate preparation totally using railway engineering cost standard system of China is not adaptable to overseas railway project by analysis. Through analysis and discussion, the method of determining the cost of labour, materials and machines for overseas railway project is put forward.
