在中央和地方一系列支持性政策的推动下,农民工等人员返乡创业活力明显增强,其创业类型主要包括发展家庭农场、发展农村电商、发展农产品加工业和发展休闲农业等。农民工等人员返乡创业的四种类型均取得了较好的成效,但发展过程中也面临资金、人才、用地、服务等方面的瓶颈。下一步,应引导返乡创业的高能要素不断集聚,扶持返乡创业的产业企业融合发展,完善返乡创业的包容性制度政策体系,健全返乡创业的普惠性公共服务体系,以此构建支持农民工等人员返乡创业四种类型的长效机制。
