A Comparative Analysis of China's Innovation Ability from the Perspective of GII

在全球创新指数(GII)的视阈下,梳理GII指标框架和GII研究方法,收集整理并加工研究数据,重点就我国的创新能力与英国、美国、新加坡、日本以及印度、巴西、南非、俄罗斯作比较分析。研究表明,我国创新能力得到了持续提升,也存在创新投入不足和创新产出质量不高且结构失衡的问题。针对成绩,保持优势;针对突出问题,提出以测促创、加大创新投入、提升创新产出质量三大具体建议。

In this paper, from the perspective of GII, we sort out the GII fi＇amework and GII research methods, collect and process research data. We focus on the comparative analysis of China~ innovation capability with the United Kingdom, the United States, Singapore, Japan, Brazil, India, South Africa, and Russia. The results show that, the innovation ability of our country has been continuously promoted, but there is insufficient investment in innovation and innovation output quality is not high and structural imbalances. The paper suggests that competitive advantages should be maintained; aiming at the key problems, ＂ using measurement to promote innovation＂ , ＂ increasing the input of innovation＂ , ＂ improving the qual- ity of the output of innovation＂ are recommended.
