甘肃省华夏文明传承创新区重大项目推进研究

Study on the Countermeasure to Promote the Major Projects of Gansu Chinese Civilization Inheritance and Innovation Zone

重大项目建设构建起华夏文明传承创新区发展建设的主体框架,但在项目推进过程中呈现出设计规划空挂、压力传导受阻、建设基础薄弱、资金投入不足、市场驱动乏力、智力支撑不强、项目推进受阻等问题,制约了华夏文明传承创新区建设进程。从完善协调机制,构建压力传导系统;明晰职能区划,理顺管理体制;设计规划科学,项目建设落地;项目建设强调原生态保护与开发,防止利益驱动文化断脉;建立健全统一开放、竞争有序的现代文化市场体系;加大资金投入力度,推进文化与金融的深度融合;完善公共文化服务体系;加强人才培育基地建设等方面提出了加速华夏文明传承创新区重大项目推进的措施。

The construction of major projects has built up the basic framework of Chinese Civilization In -heritance and Innovation Zone ,but in the process ,there are such problems as plans failing to be imple-mented ,pressure conduction being blocked ,poor foundations of construction ,insufficient capital invest-ment ,limited market driving ,shortage of intellectual supports and the promotion of the projects being blocked ,which ,to a large degree ,lower the steps of constructing the Chinese Civilization Inheritance and Innovation Zone .Therefore ,some countermeasures should be taken ,which include improving the coordination mechanism and formulating a pressure conduction system ,making sure of a clear function division and sorting out the management system ,designing scientifically and implementing efficiently ,balancing the relationship between development and protection and avoiding profit -driven cultural interruption ,establishing and perfecting a unified ,open ,competitive and orderly cultural market system ,investing more financial capital and promoting the integration between culture and finance ,perfecting the system of public cultural services ,and strengthening the construction of the talent training base .
