生态文明不仅是美丽乡村建设的一项重要内容,而且是整个美丽乡村建设的基础和保障。河南美丽乡村建设需以生态文明为依托,针对存在的问题采取相应措施:进一步加大对生态文明和美丽乡村的宣传;科学制定美丽乡村建设规划,以规划引领,项目推进,步骤保障,目标落实;加强部门间沟通协调以及项目资金使用的整合和监管;明确角色定位,充分发挥政府的主导作用和农民的主体作用;以改善民生为重点,深度改造乡村环境,完善乡村基础设施和公共服务;以产业作支撑,发展和经营乡村;深化体制改革和机制创新,激发美丽乡村建设的动力与活力;以生态文明大型专项工程促推美丽乡村建设。
