我国流域管理公众参与机制初探

A Preliminary Study on the Mechanism of Public Participation in River Basin Management in China

当前的流域管理涉及多利益主体的利益关系协调问题。单纯依赖流域行政管理手段难以协调多利益主体关系、解决流域治理危局和充分发挥公众在流域管理中的作用。运用公众参与分析框架,从公众参与主体、参与范围、参与程序、参与渠道和参与工具等方面对流域管理中公众参与现状进行了分析。研究表明:我国现阶段的流域管理公众参与基本处于理念倡导阶段,没有形成系统化的参与机制,公众参与缺失存在着深层次的制度原因。据此提出了完善相关的法律法规、机构设置、公众组织化、信息公开等方面的建议。

The current river basin management requires the interest coordination of multi-stakeholders. The existing hierarchical management mechanism is unable to undertake the effective coordination,solve the critical governance issues and exert the influence of the public participation in the river basin management. By means of the public participation analytic framework,the paper had analyzed the status quo of the public participation in terms of the subject,object,procedures,channels and tools. The finding is that the current public participation is at the stage of concept advocacy and far away from the effective engagement. The public participation inadequacy has the deep-rooted institutional context. The relevant improvement recommendations are provided in the end with the respects of legal regulations,institutional settings,the organized participation and information disclosure.
