印尼对中国“一带一路”倡议的认知和反应述评

Indonesian Cognition and Response on China's One Belt One Road Initiative

2013年中国政府提出"一带一路"倡议后,作为"21世纪海上丝绸之路"沿线的重要国家印尼,其新任总统也提出"海洋强国"的施政理念。由此引发印尼社会对中国"一带一路"倡议以及中印尼合作前景的强烈关注与讨论。本文聚焦印尼社会各界对"一带一路"的反应与讨论,从3个方面,即"一带一路"是中印尼合作的新机遇、"一带一路"是"威胁与控制"、"一带一路"可能引发印尼的社会冲突,来考察与分析印尼社会各界对"一带一路"的认知。本文认为以下3种观点值得关注:第一是印尼政府相关部门与相关利益群体对"一带一路"倡议抱有积极的认知与反应,认为"一带一路"倡议有助于中印尼合作与印尼发展;第二是知识界精英则普遍保持谨慎、怀疑甚至批评的态度,认为"一带一路"负面影响较大,是"新殖民主义扩张"的表现;第三,有学者警告关注中国在印尼影响的扩大与加深可能会激化一些社会矛盾。毋庸置疑,"一带一路"为中印尼合作带来新的机遇,同时也带来新的挑战,需要中印尼双方共同关注并采取切实有效措施,消除负面认知与影响,努力推动中印尼双方关系的全面发展。

Since Chinese President Xi Jinping proposed One Belt One Road Initiative in 2013 and Indonesian new President Jokowi spell out Vision for Indonesia＇ Global Maritime Nexus in 2014,these two Asian giants＇ vision on maritime cooperation and challenge have drawn mounting attention and discussion both in China and Indonesia. This article attempts to focus on Indonesian domestic response and comment on China’s OBOR to examine the different attitudes and voices. The article shows there are some point of views worthy of attention. On the one hand, there exists many positive comments on China’s OBOR among officials in Indonesian government’s departments,thinking OBOR will produce new chance for Indonesia-China cooperation in various fields and promote Indonesian economic development. On the other hand, among intellectuals and media critics,there is very strong skepticism and opposition against OBOR, criticizing OBOR is a signal of Chinese new colonialism in new era. Meanwhile, the warning of OBOR possibly will deteriorate social conflicts in Indonesian society and trigger anti-Chinese riots also is emerging among scholars and media. The article argues that OBOR undoubtedly will be a great chance for China-Indonesia cooperation,meanwhile creates new challenges,which urgently demands two countries to pay attention to the concerns and take effective measures to eliminate negative impacts for the purpose of widening and deepening China-Indonesia mutual cooperation.
