摘要
陕西六大军民融合产业基地是利用当地军工优势资源、聚集生产要素、实现军民资源共享的有效形式,目的是促进军民资源的深度融合,而基地的运行管理是达到这一目的的关键。文章在阐述陕西军民融合产业基地运行模式的基础上,从管理体制、战略管理、市场营销管理、科技融合管理、运作管理等主要方面对基地的运行管理进行了深入分析,提出了完善管理体制、进一步凸显基地战略定位、制定二元化的营销策略、拓展科技成果转化渠道、优化产业链和寻求民企进入途径的具体对策。
Shaanxi six military-civilian integration industrial bases are the effective form to make use of local military superiori-ty resources,gathering production elements and achieving sharing of military and civilian resources,aiming to promote the deep in-tegration of military and civilian resources, and the key to achieve this goal is base operation and management. On the basis of ex-pounding the operational mode of Shaanxi military-civilian integration industrial base, this paper makes deep analysis of the base operation management from the management system, strategic management, marketing management, science and technology integra-tion management and operation management, and puts forward specific countermeasures like perfecting management system, high-lighting the strategic positioning of the base, formulating the dual marketing strategy, expanding the transformation channel of scien-tific and technological achievements,optimizing the industrial chain and seeking the entry route of private enterprises.
