Factors of Intelligence Politicization Involved in Counter-terrorism Dilemma

[目的/意义]针对日益严重的恐怖主义威胁和"越反越恐"的反恐困境,从反恐情报支援的角度出发,正确应对政治化因素对反恐情报的影响,可以提高反恐情报的质量和效率,提升反恐行动成效,从而为解决反恐困境提供新的思路和突破口。[方法/过程]首先定义情报政治化问题,其次指出政治化决策和政治化分析对反恐情报工作的影响,造成情报政治化的恶性循环,制约反恐行动的有效开展。通过进一步分析政治化的诱因,指出情报机构高度集中的管理模式和严格的组织结构是情报政治化的重要影响因素,而且美式情报改革严重加剧了情报政治化的恶性循环。最后,结合情报政治化的诱因,探讨情报和政治的紧密关系,提出应努力降低情报政治化的不利影响,通过平衡好情报客观性和政治需要的关系、构建扁平化的组织结构,可以达到上述目的,改善反恐情报质量。[结果/结论]从情报政治化角度剖析反恐困境,探讨情报与政治的关系,提出尽量减少政治化的不利影响,为情报机构引入企业界扁平化组织模式,从而改善反恐情报工作,实现对反恐行动的有力情报支援,打破"越反越恐"的困局。

[ Purpose/Significance] In term of the increasingly serious threats of terrorism and counter-terrorism dilemma that the more counter-terrorism efforts are made, the more terrorism occurs, from the perspective of counter-terrorism intelligence support, this paper discusses the appropriate ways to deal with the influences of politicization factors on counter-terrorism intelligence, which can improve the quality and efficiency of counter-terrorism intelligence, improve the result of counter-terrorism operations, and broaden the thinking for solving the counter-terrorism dilemmas. [ Method/Proems] It gives the defmition of intelligence politicization at first, and then points out the influence of politicized decisions and analysis on counter-terrorism intelligence, such as resulting in a vicious circle within intelligence politicization and impeding the implementation of counter-terrorism operations. By analyzing reasons of intelligence politicization, highly -centralized management mode of intelligence organizations and their strict organization structure are identified as the key factors of intelligence politicization, and American intelligence reform aggravates such a vicious circle. At last, according to those reasons above, it discusses the close relation between intelligence and politics and concludes that the correct way is to decrease the negative influence of intelli- gence politicization as much as possible. The purposes can be reached and counter-terrorism intelligence can be improved by balancing the relation between intelligence and politics, and building flat organization structure. [ Result/Conclusion] The paper analyzes the counter- terrorism dilemma from the perspective of intelligence politicization, discusses the relation between intelligence and politics and suggests decreasing the negative influence of intelligence politicization. The flat organization structure in business organizations is recommended to be introduced into intelligence organizations. By these ways above, the counter-terrorism intelligence work can be improved so as to effectively support counter-terrorism operations to solve counter-terrorism dilemmas.
