一带一路背景下的中国—东盟民心相通现状实证研究

A study of the 21^(st) Century Maritime Silk Road in the perspective of the people-to-people bond index between China and ASEAN

民心相通是"一带一路"五通建设中的"一通",可为其他四通提供坚实的社会和民意基础。民心相通涉及领域广泛,能够充分反映国家之间人文交流的现状。目前,中国的东南亚政策更加注重"亲诚惠容"形象的塑造,培育双边交往的社会根基。因此,加强对东盟"民心相通"现状的全面认知和比较分析有利于中国因势利导,有针对性地综合施策,助推中国—东盟命运共同体的建设。本文选取东盟十国的民心相通指数作为研究对象,分析中国—东盟民心相通的现状,比较成员国之间的异同和形成原因,并提出政策建议。

As one dimension of the five-connectivity strategy in the Belt and Road Initiative,the people-to-people bond provides a solid social and public basis for the construction of the other four connectivities.This concept has rich implications,and adequately reflects the status quo of the cultural exchanges between the countries involved.At present,in order to foster the social basis for bilateral relations,China places more emphasis on the creation of a peaceful and responsible image in Southeast Asia.Therefore,a full understanding plus a comparative analysis of the people-to-people connectivity in ASEAN can help China to adopt proper means and policies to promote the construction of ChinaASEAN ＂Community of Common Destiny＂.This paper uses the people-to-people bond index of ASEAN in the Five-Connectivity Index System as the research object,analyzes the status quo of the people-to-people bond between China and ASEAN,and compares the similarities and differences of ASEAN members as well as the causes before proposing some suggestions.
