碳锁定嵌入机制及产业低碳转型研究评析与启示 被引量:4

摘要 提高各类型企业的碳排放效率、探索有效的"碳解锁机制"已成为当前经济新常态下区域经济社会可持续发展面临的紧迫任务和重要课题。本文基于效率视角对区域碳锁定及低碳转型相关问题进行了文献评述与研究展望。梳理发现,目前的研究主要集中在碳锁定的表现特征、宏观形成机理及破解路径等方面,但对于如何测度碳锁定以及到底哪些因素影响碳锁定还没有确切而系统的深入分析,尤其是碳锁定的微观嵌入机制及技术演化机理还不明确,如何找到碳锁定制度共生的边界条件与破解机制尚需要学界进一步的探索与努力。为解决搭便车等问题,各级政府也应肩负起供应低碳公共品的责任,适时采用环保资金投入、配额及现金奖励、支持低碳技术优先发展等正向激励政策手段,鼓励全社会更多地消费低碳产品,形成发展低碳经济的良好氛围。 It has become an urgent and important task to explore effective carbon unlocking mechanism for various types of enterprises to improve efficiency of carbon emissions facing the sustainable development of regional economic and social situation of the current economic new normal. In this paper, we gave the literature reviews and research prospects of regional carbon lock-in based on the perspective of efficiency. We found that the research are mainly focused on the characteristics and macro formation mechanism of carbon lock-in and unlock path of carbon lock-in of the system, but lack of measure method of carbon lock-in effect, especially the micro-mechanism of carbon lock-in and the technological mechanism of its evolution are still not clear. How to find the boundary conditions and the mechanism of the coexistence of carbon lock-in system are still needed to be further explored and studied. In order to solve the problem of free riding, governments should also shoulder the responsibility of the public goods supply of low carbon at all levels by environmental protection investment, timely use of quotas and cash reward to support the low carbon technology adoption based on positive incentive policies, and encourage the whole society to consume more low carbon products, construct a good atmosphere for the development of low carbon economy.
