A Study on PPP Model in the Construction of Public Services of New-Type Urbanization

新型城镇化公共服务事业在建设进程中,面临着服务供给结构失调、资金缺口大、资金供给不可持续、服务供给效率低下等问题。实践证明,PPP模式的应用有助于解决上述问题,是公共服务建设的强大助力。PPP模式的实施尽管存在障碍,但其优势明显,应力推PPP模式的大范围开展。PPP模式的实施应结合公共服务项目类型、风险来源及城镇规模等特征选择不同的应用模式。要从转变政府职能,建立健全相关法律保障;设置合理的价格机制与多元化监管机制;创新拓展融资渠道、创新专业人才引进和公众参与渠道等多方面入手,提升PPP模式在新型城镇化公共服务事业建设中的供给效率。

In the process of the construction of public services during new urbanization, there are a series of problems such as the structural imbalance of the service supply, large financing gap, unsustainable of fund supply, low efficiency of service supply, and etc. It has found that the application of PPP mode is helpful in solving the problems and it is a strong driving force for the construction of public services. Though there are some difficulties in PPP model＇s implementation, its advantages are evident which should be promoted in a wide scope. PPP model＇s implementation ought to be equipped with different applicable models based on the types of public programs, sources of risks and urban sizes and so on. To improve the supplement efficiency of PP Model, it is necessary to transform the government＇s function, establish and improve legal systems, set up proper price systems and multiple regulations, innovate investment channels and talent training, and bring more public participation.
