东北经济存在的问题与“二次振兴”东北的对策研究

2014年以来,东北经济再次失速,人口持续外流,社会上出现了"二次振兴"东北的提法。影响东北经济的因素包括文化和社会意识、所有制结构、产业结构、金融资源利用能力、人口等多方面,其中社会意识落后是重要原因。地方政府首先要转变观念,以吸收东南沿海民营上市公司的资本为抓手,依托现有的经济开发区和高新区,发挥产业优势和资源优势,通过引入外部资本、外部冲击来扭转东北地区的社会意识,使其符合现代市场经济要求,从而形成长期稳定的内生动力。

Since 2014 the local economy of Northeastern China has significantly slowed down. As a result, more and more people have been moving out of this area. To reverse the loss of population, the economy must be ＂re-booted.＂ The slowdown has many causes, including the people＇s cultural and social consciousness, the ownership structure, the industrial structure, financial mobilization ability, and the declining population. Among all these causes, the relatively backward social consciousness may have played critical role. With the begin to change the people＇s cultural decision-making framework, we urge the local government to adopt a new approach and should use the current Economic Development Zone and New ＆ Hi-Tech Industrial Development Zone to attract capital investments from private corporations in the more affluent Southeastern China. In this way, our industrial and resource strengths will be put to good use. Also, through infusing external capital and culture into this area, local people will become more compatible with the modern market economy. In the long run the new consciousness will help to foster a steady momentum for the economy.
