通过分析中超联赛及俱乐部目前的运营模式,以及欧洲实行的财政公平政策和澳洲联赛的"工资帽"制度,进而探讨中国足球引入财政公平政策的必要性。为了实现《中国足球改革发展总体方案》设计的长远目标,并让中超联赛能有序竞争,管理层有必要对俱乐部的财政健康状况加以一定的干预,防止形成大规模的债务危机。

The paper analyses the current operation of the CSL and CSL clubs,fiscal equality policy in Europe and the Salary Cap system in the Australia League.The paper discusses the necessity of the introduction of the fiscal equality policy in China.In order to realize the goal of the General Plan of Chinese Football Reform Development and make the CSL competitive,the management level should intervene with the fiscal health state of the clubs and avoid the massive debt crisis.
