The Evaluation of the Levels of Higher Education from the Perspective of University Information Disclosure Based on Social Judgments

摘要 高校信息公开为开展高校办学水平社会评估的研判提供了两类视角:针对高校办学水平开展社会评估的主体范围显著扩大;开展专业社会评估的信息来源渠道更加宽泛。高校办学水平社会评估的内涵是:社会公众根据高校公开的基本信息,结合自身的通识知识,运用简单、易懂且直观的方法对高校办学水平所做出的直接考量与评价;具有较高文化素养和专业知识的部分社会公众或者专业中介组织根据高校公开的基本信息和专业信息,运用科学系统的方法对高校办学水平所做出的直接考量与评价。高校公开信息分为基本信息(高校必须面向社会公开的信息)和专业信息(高校应该向社会公开的信息)。运用层次分析法,以教育部公布的《高等学校信息公开办法》和《高等学校信息公开事项清单》为依据,对高校公开的信息进行量化分析,得出结论:第一,对于高校的综合质量来说,教学质量是相对重要的指标,过硬的教学质量和教学水平是一个大学必须为之不断努力和创新的;第二,通过模型可以对不同高校的公开信息分别进行打分,由此可明确了解各高校的办学质量,对比出各高校的优势和劣势;第三,社会公众可根据自身的需求决定从事何种类型的高教投资与从业预警性选择;第四,为政府主管部门对高等教育资源整合与发展布局的优化提供具有重要决策参考价值的咨询服务。 University information disclosure provides two perspectives for evaluating the levels of higher education:significantly broadening the scope of subject who carry out social assessment of the level of higher education and broadly expand information sources to carry out professional social assessment more.The connotation of evaluation of the levels of higher education based on social judgments is:according to the basic public information combined with their general knowledge the public make direct examination and assessment of higher education level by using the simple and easily understanding method;according to the basic information and professional information released by university,part of the public people with high literacy and professional knowledge or professional intermediary organizations make direct evaluation and assessment of the level of higher education by applying scientific methods.Therefore,issuing the information to the public by the university must abide by the regulation of the Ministry of Education: ' University Information Disclosure Measures' and ' University Information Disclosure Checklist'.At the same time those information must be classified as the basic information(i.e.colleges and universities must serve the public information)and professional information(i.e.,colleges and universities should be open to the public information)according to the needs of getting general understanding of the university by the public combined with the evaluation indexes of assessing the level of undergraduate teaching and higher vocational colleges.The paper conducts quantitative analysis of the public information based on the method of analytic hierarchy process(AHP).The conclusions are as follows:Firstly,teaching quality is relatively important indexes among comprehensive quality indexes for all colleges and universities,high teaching quality and teaching level are of top priority for the university;secondly,the scores for public information of different universities are calculated by applying a model,which can be a clear way to understand the quality of higher education and a standard to compare the advantages and disadvantages of various universities;thirdly,it is helpful for the public to make choice on investment to higher education and employment warning selection;fourthly,by providing advisory services the study provides important decision-making reference value for the government who are in charge of higher education especially in making policy on integrating of higher education resources and optimizing development layout.
