摘要
事业单位管理体制改革是分类推进事业单位改革攻坚阶段需迫切破解的关键问题。本文基于事业单位生产的公共服务性质,将公益类事业单位政事关系进行类型划分,认为在不同类型的政事关系中,政府对公益类事业单位的管理模式和方式是不同的。以政事关系为突破口,不同的管理方式的选择是公益类事业单位改革的出路。
It is the main point to accurately position the types of the relationship between China' s public service unit and government in the key stage of public service unit' s classification reform. This study proposes a relevant hypothesis of government - public service unit relationships after classifying the types of the relationship between China' s public service unit and government, and analyzing them by a comparative case study. The study shows that the management patterns of public service units are different for the government based on the different gov- ernment - public service unit relationship. The outlet of public service unit reform is taking the government - public service unit relationship as a breakthrough point and choosing the proper management modes and methods.
