美国NASPAA标准的变迁及其对中国MPA电子政务课程改革的启示 被引量:1

Reflections on China's MPA E-government Curriculum Reform:Perspectives from National Association of Schools of Public Affairs and Administration Curriculum Recommendations

摘要 公共管理硕士的电子政务课程改革是一个世界级课题。本文以美国NASAA认证标准的变迁为线索,回顾了信息通信技术类课程的三次改革。研究发现,第一代NASPAA认证标准强调了信息通信技术类课程是MPA教育项目的要件,课程重在普及信息通信技术知识;第二代NASPPA认证标准规范了信息通信技术类课程的内容,课程内容重在信息管理;第三代NASPAA认证标准要求将电子政务纳入课程体系,课程重在培养信息素养。借鉴其经验,本着创造性转化的原则,针对我国MPA的电子政务课程改革,从课程标准、课程设置、教师角色、教学目标、课程内容、学习资源、教学方法等方面提出了操作性建议。 It is a world - classissue that we must put the curriculum reform of MPA' s E - government on the imperative headline. This paper mainly chooses the evolution of NASPAA course certification standards as the clue, and reviews its all - previous curriculum reforms of ICT - related curriculum. Our study found that a) the first generation NASPPAeertification standardshighlighted that ICT - related course aiming at spreading ICT knowledge is the element of MPA education project, b) the secondgeneration NASPPAcertification standardsnormalized the heart of curriculum content, which is information management, and c) the third generation NASPPAcertification standards put egovernment into MPA's curriculum system, which pay much attention to the training of information literacy and eompetencies. On the principle of creative transformation of an American experience, this paper put forwards some workable suggestions from the perspective of certification standards, curriculum setting, teacher roles, teaching aims, curriculum contents, learning resources, and teaching methods on MPA' s Egovernment in China.
