摘要
中国基本养老保险制度为保障离退休职工的基本生活、促进经济社会转型发展贡献巨大,但面对如今人口老龄化加剧、覆盖面受限、财务可持续难度加大等现实挑战的情况下,制度改革势在必行。一方面要真正建立多支柱体系,并将个人账户从"统账结合"的制度中分离出来,重新梳理各支柱内容及其之间的关系,另一方面要调整费率、费基、遵缴率、退休年龄等制度参量,提升制度可持续发展的能力,并在此基础上,尽快实现养老保险全国统筹,化解地区差异性矛盾,提高制度抗风险能力。

However, in the face of the current challenges such as aging population, limited coverage, and financial sustainability, it is imperative to reform the system.
