基于政策工具视角的以创业拉动就业政策分析——基于政策文本的内容分析和定量分析

Analysis of Entrepreneurship Stimulating Employment Policy from the Perspective of Policy Tool: The Content Analysis and Quantitative Analysis Based on the Content of the Policy Text

政府正确制定和设计创业拉动就业的政策体系是促进创业主体创业成功的基本保证,同时也是实现创业拉动就业政策目标的关键因素。在政策工具的视域下进行创业拉动就业政策的分析具有理论和现实意义。采用内容分析法和定量分析法,选取2008—2015年间33个创业拉动就业的政策文本作为分析样本,并基于政策工具的视角,结合创业周期维度和政策客体维度构建三维政策分析框架,以该框架为引导分析样本政策的合理性和有效性;并在此基础上提出优化和完善创业拉动就业政策体系的路径和方法。

It is believed that government correctly formulate and design the policy system of entrepreneurship stimulating employment is the basic guarantee of promoting the success of entrepreneurs, meanwhile, it is also the key factor to realize the policy target. Therefore, it is of great theoretical and practical significance to analyze this policy from the perspective of policy tool. Both content analysis and quantitative analysis are used in this article, selecting 33 policy texts regarding to entrepreneurship stimulating employment during 2008 to 2015, this paper constructs a three-dimensional policy analysis framework from the perspective of policy tool, combined with entrepreneurship cycle and policy object. Furthermore, the rationality and validity of the policies mentioned in the sample are investigated based on the constructed framework. Finally, paths and methods of optimizing and perfecting the entrepreneurship stimulating employment policy are given.
