摘要
俄罗斯的反恐体系建立在严密的法律体系基础上,以立法确保反恐的合法性。俄罗斯在20余年的反恐历程中不断总结经验教训,使这一法律体系逐渐完善起来,具有很强的现实应用性。它是以《反恐法》《俄联邦反恐构想》为基础,以《刑法》《反极端主义活动法》《反非法收入合法化(洗钱)与恐怖主义融资》《大众媒体法》《信息、信息技术、信息防护法》《国家秘密法》《关于对参加反恐的人员遭受的财产与物资损失进行赔偿》等为配套的反恐法律体系,在打击与救治、预防与预警、全民参与、国际合作和民族政策立法方面值得中国借鉴。
Russia's anti- terrorism system is based on a rigorous legal system in order to ensure the legitimacy of Russia's anti- terrorism. Based on 'Anti- Terrorism Law', 'Russian Federation's Anti- Terrorism Conception',Russian Anti- Terrorism Law System is formed by the Criminal Law,Anti- Extremism Act,Legalization of Anti- Illegal Income( Money Laundering) and financing of Terrorism,'Information,Information Technology,Information Protection Law','State Secrets Law'and 'Compensation for Anti- Terrorist Personnel's Property and Material Losses',etc. Russian Anti- Terrorism Law System experience in fighting against and treatment,prevention and early warning,nationwide participation,international cooperation,national policy legislation has reference for China.
