摘要
2012年5月普京重新执政后,在多重因素促进下,中俄两国在能源对话机制、原油贸易、上游勘探开发、油气管道建设以及下游油气产品精炼等领域均取得了重要进展。2013年11月乌克兰危机爆发后,美国和欧盟国家对俄罗斯启动包括能源制裁在内的一系列经济制裁,为中国和俄罗斯加强两国的能源合作提供了新的机遇,推动中俄能源合作取得了新的重要突破。在普京第三任期内,虽然中俄能源合作取得了显著进展,但影响中俄油气合作的一些制约因素仍然存在,有可能会对未来的中俄能源合作造成一定程度的障碍。
When Putin's third term of Russia's presidency came,China and Russia made important progress in energy dialogue, oil trade, upstream exploration and development,oil and gas pipeline construction and downstream oil and gas product refining. After the Ukraine crisis in November 2013,US and the EU imposed sanctions to Russia, including energy sanction. The western energy sanctions provide new opportunities to strengthen energy cooperation between China and Russia. Although Sino- Russian energy cooperation has made remarkable progress, some of the constraints affecting Sino- Russian oil and gas cooperation are still there,which may make some obstacles to Sino- Russian energy cooperation in the future.
