目前我国党政纪监察体系的运行状态及其存在的主要问题

Operation and Problems of Current Party Discipline Supervision System in China

目前我国党政纪监察体系的运行状态呈现出一种"双轨制"态势,即作为常态设置的"单位内置式"党政纪监察机构和"派驻式"党政纪监察机构并行不悖。"双轨制"党政纪监察体系在运行中产生了三大问题:两套监察机构交叉重叠,"单位内置式"党政纪监察机构形同虚设,运行效率极其低下;"双轨制"监察体系仍然无法解决我国监察体系所固有的组成要素的"单一性",无法调动多元监察主体的积极性;"一级派驻式"监察机构加大了监察成本,降低了监察效能。

The operation of current Party discipline su pervision system is dual-track, including normal pattern of internal department and dispatched organization from external. This system has three major problems in operation： the internal department and dispatched organization are overlapping and the former one with low efficiency performs practically no function; the system still can not solve the oneness of its components and cannot give full play to the muhi-subjects＇ initiative; dispatched organizations from external are of high cost and low efficiency.
