科技绿色发展模式的构建理据、基本特质和实施路径研究

Research on Constructive Rationales,Basic Idiosyncrasy and Implementation Route of Green Development Mode of Science and Technology

党的十八届五中全会提出了创新、开放、绿色、协调、共享的五大发展理念,内在地要求学术理论界对我国科技绿色发展模式展开深度研究。本文按照创新和绿色发展理念,围绕"实现什么样的科技发展,怎样更好地发展科技"问题,从本然依据、应然规范、实然途径诸层面,论述了科技绿色发展模式的构建理据、基本特质和实施路径,以期对我国科技创新体系的转型升级有所裨益。

The Fifth Plenary Session of the Eighteenth CPC Central Committee proposed the five major development concepts as of innovation, opening, greenness, harmony and sharing, which intrinsically require the academic and theoretical circle to conduct deepened study on the green development mode of science and technology in our country. This paper discusses the constructive rationales, basic idiosyncrasy and implementation route of green development mode of science and technology in terms of several aspects such as ＂Natural＂ bases, ＂Sollen＂ norms and ＂ Sein＂ routes according to the concept of innovation and green development and by centering around ＂ Realizing what kind of scientific and technology development, and how to better develop science and technology＂ in the hope of benefiting transformation and upgrading of the science and technology innovation system of our country.
