昆明市林权不动产登记问题研究

Research on real estate registration problem about Kunming forest ownership

林权登记是不动产统一登记内容当中重要的一部分,文章对昆明市林权不动产登记工作进行研究探讨,通过分析现状,指出存在重视程度不高、档案移交及数据整合推进缓慢、业务系统对接困难、政策矛盾突出、权籍调查工作难以开展、林权抵押审核工作不明确、林权纠纷调处面临的压力较大等问题,结合工作实际,提出了加强部门间协调配合、建立档案资料查询互用机制、尽快打通数据通道、合理化解政策矛盾、合并开展权籍调查工作、有序办理林权抵押、衔接做好林权纠纷调处的改进措施及建议,为昆明市乃至云南省的林权不动产登记工作提供参考。

Forest ownership registration is an important part of real estate registration. The article is about the research on Kunming forest ownership of real estate registration work. Through the analysis of present situation, disclosure of the problems of lack of awareness, slowness of file transfer and data integration, difficulty of effective interaction of the systems, conflicts of policies, difficulty of implementation of ownership investigation, the unclearness of forest ownership mortgage appraisal, the pressure of forest ownership disputes, this article provided suggestion and advice to Kunming forest rights registration as follows： to strengthen coordination and collaboration between government departments, establish archives inquiry system and data channels as soon as possible, reasonable resolution of policy conflicts, better implementation of the ownership investigation and mortgage appraisal, improvement of settlement of disputes.
