通过供给侧改革下的煤炭产业创新联盟的发展现状和问题分析,从构建政府引导的产业创新联盟、健全联盟组织机构、统一联盟标准规范、建立联盟成员进出机制、完善利益和风险分担机制等方面提出发展策略,为煤炭产业技术创新提供政策借鉴。

Through analyzing the present situation and problem of coal industry innovation alliance development under the supply-side reform, it puts forward development strategy from the aspects that： building industry innovation alliance led by government, improving alliance organization, unifying alliance standards, establishing alliance members in-and-out mechanism,and improving benefit and risk sharing mechanism, to provide policy reference for coal industry technology innovation.
