Requirements of Economic and Social Development New Situation for Coal Industry's Management System

描述了新中国成立后,煤炭行业管理体制的变革,并分析阐述了中国特色社会主义市场经济、国家治理体系和治理能力、转变政府职能、能源体制革命等对煤炭行业管理体制的要求,并提出推进煤炭行业市场化改革,理顺政府与市场、宏观管理与市场监管、中央与地方各管理机构之间的关系,建立符合我国国情的新型煤炭行业管理体制。

This paper describes the coal industry management system reform after the founding of new China, and elaborates the requirements for coal industry＇s management system from several aspects of the Chinese characteristic socialist market economy, the national management system and management ability, the transformation of government function and energy system revolution,etc. And puts forward to promote the coal industry marketization reform, to straighten out the relationships between government and market, bwtween macro management and market regulation and that between the central and local management institutions, and to establish new management system of the coal industry conforming to China＇s national conditions.
