中共中央总书记、国家主席、中央军委主席、中央全面深化改革领导小组组长习近平10月11日主持召开中央全面深化改革领导小组第二十八次会议并发表重要讲话。他强调，中央和国家机关有关部门是改革的责任主体，是推进改革的重要力量。

General Office of the CPC Central Committee and General Office of the State Council issued the Opinion about Enhancing Standardization of Law Enforcement of Public Security Agencies, which proposed the standardization oflaw enforcement in public security system should begin with improving the power exercise mechanism of law enforcement in public security system, establishing a complete institutional framework for law enforcement.
