摘要
从2009年国务院发布的《关于推进上海加快发展现代服务业和先进制造业建设国际金融中心和国际航运中心的意见》，到今年6月上海市人大常委会通过的《上海市推进国际航运中心建设条例》，再到9月上海市交通委发布的《“十三五”时期上海国际航运中心建设规划》，无论是从战略部署还是制度保障以及具体落实，上海国际航运中心的建设都备受中央和上海市政府的重视。
From the Opinions on Pushing Shanghai Forward to Construct an International Financial Center and International Shipping Center by Accelerating the Development of Modern Service Sector and Advanced Manufacturing Industry issued by the State Council in 2009 to the Regulations of Shanghai on Promoting the Construction of International Shipping Center adopted by the Standing Committee of Shanghai Municipal People＇s Congress in June, 2016, and to the Shanghai International Shipping Center Construction Plan for the 13th Five-Year Plan Period published by Shanghai Municipal Transport Commission in September.
