治理主体的现代化是国家治理体系现代化的应有之义。治安自组织作为社会治理主体类型之一,提出了一个个人、政府以外的,公众自愿参与治安治理,维护治安秩序和安全环境的社会化组织化解决路径。治安自组织在聚合社会资源,满足多元化治安需求,实现社会治理社会化等方面具有突出优势。治安自组织承担部分治安防范工作,还可作为公安治安管理工作的补充,在矛盾纠纷调解、治安隐患排查、突发事件先期处置等方面发挥积极作用。
