新时期走私犯罪活动呈现出复杂性、多样性、漂移性等特点,建立缉私"大战区警务"模式,是新形势下打击走私工作的一项重要改革措施,其目的是适应反走私实战需要,打破关区界限,统筹盘活业务、技术、装备、警力资源,更加有效地发挥缉私警察整体联动优势。要立足缉私"大战区警务"模式的内涵与特点,找到模式在实行中的问题,以公安改革为契机,积极开展缉私"大战区警务"模式理论研究和实践探索,完善"大战区警务"模式,有效维护国家的安全与社会稳定。

The crimes of smuggling activities in new period showed the characteristics of complexity, diversity and drifting. The establishment of anti-smuggling＂ war zone police work＂ mode is one of important reform measures to combat smuggling under the new situation. This mode is designed to be adapted to the actual needs of anti-smuggling, break the customs area boundaries, revitalize the business, technology, equipment and manpower resources, and thus the integral advantage of anti-smuggling police will be played more effectively. Based on the connotation and characteristics of ＂war zone police work＂ mode, we should find the problems of this mode in the implementation, carry out theoretical research and a series of practice of it by the opportunity of police reform, and further improve the ＂war zone police work＂ mode to effectively safeguard national security and social stability.
