中国古代河洛地区社会治理思想初探——河洛先民治水思想对中国社会治理的启示

Study on Thought of Heluo Area Social Governance in Ancient China——Enlightenment to China's Social Governance from Heluo Ancestors' Thought of Water Controlling

水治则邦兴,水患则邦衰;治国如治水,治水即治国。河洛先民在长期的治水实践中不断创新治水方法,从"堵漏"到"疏导",再到疏堵结合的"综合治理"。随着治水之法和治水理念的不断提升,社会治理方法也在不断改进。现代社会治理方法的丰富和发展,需要从古代治水理念中吸取广博的营养,进而拓展现代人社会治理的视野,探求创新社会治理的新模式。

Water governance meant a country＇s prosperity, flooding sympathized a failure of the state, and state gov- ernance equaled to water controlling and governing the water was governing the state. The Heluo ancestors continu- ously invented new methods in long-term practice of controlling the rampant floods, namely, from ＂ blocking the leaking ＂ to ＂channeling the floods out＂ , then, to ＂comprehensive governance＂. As the flood controlling methods and the concept of water governance were constantly improved, the philosophy of social governance was also devel- oped. To enrich and develop the modern methods of social governance, it is necessary to draw extensive nutrition from ancient flood control concept, and then expand the modern social governance perspective, explore a new and innovative model of social governance.
