PCT申请对我国出口影响的实证研究

Empirical Research for Effects of PCT Application on China's Export

利用我国30个省份2002-2012年的面板数据,从区域层面考察了PCT专利申请对各省份出口的影响。结论表明:以PCT申请为代表的国外专利申请对提高出口具有显著的正向影响,国内专利申请对出口的影响不明显。从创新投入来看,无论研发经费和研发人员的投入都将有利于增加出口。PCT专利申请在金融危机前对出口有显著负影响,而在金融危机后对出口有显著正影响,国内专利申请在金融危机前对出口有显著正影响,而在金融危机后对出口无显著影响。从区域层面来看,无论创新因素还是其他影响因素对出口的影响,均有很大差异。东部地区、东北地区的PCT申请均对出口具有显著正向影响,而中部、西部地区的PCT申请均对出口具有显著负向影响。

This paper is based on the panel data of 30 provinces in China from 2002 to 2012, and analyzes the effects of PCT patent application on exports of various provinces at regional level. It finds that ： Foreign patent application represented by PCT application has a significant positive effect on increase of export, while domestic patent application does not have a significant effect on the export. From the perspective of innovation input, both the ratios of R＆D expenditure and R＆D personnel have a significant positive effect on export. PCT patent application has a significant negative effect on export before financial crisis, while having a significant positive effect on that after the financial crisis ; the domestic patent application has a significant positive effect on export before the financial crisis, while having no significant effect on that after the financial crisis. At the regional level, whether innovation factor or other influencing factors, the effect of them on export have a huge difference. PCT application has a significant positive effect on export at the eastern and north eastern area, while having a significant negative effect on export at the central and western area.
