中国—东盟交通物联网联动预警机制分析

摘要 从中国—东盟交通物联网内涵进行分析,提出区域交通物联网预警具备全面感知、精准判断和多方联动等特点,从共性事件、个性事件的角度列举了交通预警事件及其成因。提出交通预警机制的构成要素为数据采集与分析、预警指标体系以及预警分级与处置预案,采用数据插补技术与混沌信息行为方法构建预警流程。结合预警流程,分析了基于多部门联动、基于多区域联动以及混合联动等三种预警模式的特征与适用范围。最后提出了要从制度方面、技术方面加强中国—东盟交通物联网联动预警的对策。 By analyzing the connotations of the traffic IoT( Intemet of Things) in China- ASEAN, this pa- per analyses three characteristics of early warning of regional traffic IoT: comprehensive perception, accurate judg- ment and multi linkage. It lists the traffic warning events and their causes from the perspective of common events and personality event. Data acquisition and analysis, early warning index system, early warning grading and dispos- al plan are proposed as the constituent elements of traffic early warning mechanism. The technique of data interpo- lation and chaotic information behavior method are used to build the early warning process. It analyses the charac- teristics and application ranges of three early warning patterns combined with early warning process. Finally, the countermeasures are proposed to strengthen the linkage early warning of traffic IoT in China--ASEAN according to the systems and technology.
