老子的领导动机管理思想及其当代借鉴

摘要 吏治是国家与社会治理、管理的关键,实践中多是管控官员(领导)的行为,而忽视管控支配领导行为的动机。老子以宇宙自然之道立论,贯通社会、人生、思维之道,提出了"利而不害,为而不争"为核心的领导动机管理理论,其逻辑思维的生长点、落脚点与马克思主义及我党的思想路线、宗旨、作风具有跨时空的契合。因而,在加强领导干部科学理论武装以及法律、制度等管理手段的同时,应借鉴老子的领导动机管理思想内核,着重建立领导干部自我管控的"3W1H"动机管理原则。 Administration of local officials is a key to the social governance and administration, and in practice it is to manage and control the officials' acts rather than the motivation of their acts. Lao Tzu, after premising his point with the natural way of spaceg combining the ways of society, life and thinking, created his leader--motivation manage- ment theory with "benefit without harm, act without dispute" as its core, whose growing point and foothold of logic thinking correspond with Marxism and our Party's ideological line, purpose and style of work in a cross-time way. Thus, it's necessary to draw reference from the core of Lao TzuJs idea of leader-motivation management, and at- tach importance to the building of "3W1H" motivation management principle of leaders' self-administration while strengthening the scientific theory of leading carders and managerial means of law and system.
