摘要
我国高校现行科研经费管理存在诸多问题,"负面清单"管理模式为其改革提供了崭新的思路。基于治理理论中政府与高校、高校行政权力与学术权力之间平等、协商、互动的关系,构建高校科研经费负面清单管理模式需要遵循以人为本、去行政化、效益优先、分类管理的原则,通过加强顶层设计打造统筹兼顾平台、科学规划明确负面清单内容、依托信息技术构建管理监督体系、重视成果产出完善绩效评价体系、强调人力资本优化薪酬激励机制,充分发挥科研经费在推动高校科研事业发展中的积极作用。
There are many problems with the present research funding management in China' s universities. The man- agerial mode of "negative list" supplies a new way for its innovation. Based on the equal, consultative and interactive relationship between the government and the university, the administrative power and academic power in the theories of administration, the establishment of the managerial mode of "negative list" needs to follow the principles of "man- centered", de-administrations benefit first and classified management, to build a platform of all consideration through strengthening the gradation design, to scientifically plan and clarify the content of negative list, to construct an ad- ministrative and supervisory system by means of information technology, to attach importance to the outcome output and improve the system of performance evaluation, to emphasize human capital and optimize the mechanism of com- pensation incentive~ to bring into full play the role of research funding in promoting the development of scientific re- search at universities.
