“把纪律挺在前面”实施路径研究--仪征市构建“四早四常”机制的实践与思考

Study on the Implementation of“Discipline First”——Practices and Reflections on the Construction of the Mechanism of“Four Practices for Being Prompt and Four Frequents”

党的十八大以来,仪征市各级纪检监察组织积极贯彻实施"把纪律挺在前面",构建了较为科学规范的"早提醒常警示、早发现常约束、早追究常问责、早查处常建制"的"四早四常"创新工作机制,将严明纪律贯穿于党员干部日常教育监督管理中,成效显著。同时工作中也发现了一些较为突出的问题,主要表现在纪律审查力度不够、责任意识不强、实现"三转"不够彻底等方面。下一步工作应当重心下移,遵循自下而上、逐级推动的路径,坚持教育在前、立规在前、约束在前、执纪在前、法治在前,特别是以基层法治型党组织建设为重点,切实把权力关进制度的笼子里,确保"把纪律挺在前面"始终运行于法治的轨道上。

Since the 18th National Congress of CPC, Yizheng City discipline inspection organizations at all levels take active measures in implementing the principle of ＂Discipline First＂ and an innovative mechanism of ＂Four Practices for Being Prompt and Four Routines＂ has been established in ＂timely alerts and frequent warnings, timely discoveries and frequent restrictions, timely investigations and frequent accountabilities, and timely inspections and frequent establishments of mechanisms,＂ which threads strict disciplines in daily education and supervision of the cadres, achieving considerable effects. Obvious problems are still found in the process of implementation, mainly demonstrated in the lack of strength in discipline inspections, lack of strong consciousness in responsibility, lack of thoroughness in ＂three transformations＂ and the like. Centre of work focus should be moved downward for a path from the bottom to the top and from one level to a related other level, which adheres to the principle of education first, regulations first, restrictions first, discipline implementations first, administration by the law first, with special attention paid to the construction of basic level of Party organizations by the law and with public power caged in a system of institutions, so that the principle of ＂discipline first＂ can always be carried out on the rails of the law.
