Strategies and Opportunities for High-density Human Habitats The Development and Transformation of Hong Kong Social Housing

文章深入梳理了高密度城市香港自20世纪50年代以来在社会型住房开发、规划、设计、分配等方面的发展历程和面临的挑战,并结合新加坡和日本在相关方面上的经验,探讨与总结香港公营房屋计划在应对人口激增与城市可持续发展中的作用及意义。文章旨在为当前在转型中积极探索住房及人居发展的高密度及超高密度城市,提供可参考及可借鉴的应对策略,以推进规划、设计与政策在高密度城市化进程中更加高效有序的实施。

Through a comprehensive survey of the transformation of public housing in Hong Kong since 1960s and the challenges faced by this hyper- density city, with reference to relevant experiences of Singapore and Japan, this paper discusses therole of Hong Kong public housing program and its significance in coping with population explosion and the goal of sustainable urban development. This paper aims to provide referable and exemplary strategies for high-density and ultra-density cities that are currently seeking transitional strategies for the development of housing and living environment, so as to promote efficient and orderly implementation of planning, design and policy-making in the process of hyper- density urbanization.
