品格的养成需要外部环境的支持。进行有效品格教育需要构建一个包括政府部门、学校、家庭、社会等多方参与者在内的品格教育共同体。政府在品格教育中起到主导和推动作用,一是要推动价值共识的形成,二是要宣扬和推广价值共识和品格教育计划,三是通过行政力量推动品格培养。品格教育的多方参与者之间要进行协作,主要包括:家庭和学校之间的协作,学校和社区的协作,家庭与社区的协作。
