战后日本重启核能开发是内外因素合力作用的结果。外因指冷战背景下美国对日政策的调整,它为日本重启核能开发提供了国际许可。内因是日本严重匮乏的能源资源蕴藏量所造成的能源安全的脆弱性,它为日本重启核能开发提供了内在驱动力。然而,在战后日本重启核能之时,伴随着世界石油开发的扩展,日本获得了充足的能源供应,开发核能并没有现实紧迫性。同时,由于日本铀矿资源匮乏,民用核能将导致新的原料供应紧缺。更关键的是,日本脆弱的地质条件以及核反应堆无法克服的技术缺陷将给国家安全造成巨大隐患。由此推断,表面上能源安全为日本战后重启核能开发提供了逻辑依据,但实际上其难以自圆其说。

Japan＇ s restart of nuclear energy development after World War Ⅱ is the resultant of external and internal factor. The external factor refers to the adjustment of US policy towards Japan in the scenario of the Cold War, which grants Japan the international endorsement. The internal factor signifies Japan＇ s fragile energy security, which constitutes the internal dynamics. However, since its restart of the project after WWII, with the expansion of world petroleum exploration, Japan has acquired sufficient and stable energy supply, which excludes the urgency for Japan to start it. Meanwhile, due to the lack of uranium ore, tile utilization of nuclear energy is to result in fresh problems in raw material supply. Furthermore, Japan＇ s earthquakeridden geological conditions along with the insurmountable technical deficiency of nuclear reactors can bring about tremendous potential risks for its national security. Based on the above analysis, it can be inferred that in surface energy security offers the logic basis for Japan to restart nuclear development after WWII, however in essence it is hard to justify itself.
