基于模块化理论的上海辅助器具服务信息综合平台建设实践

Construction of Comprehensive Information Platform of Assistive Device Service on the Basis of Modularity Theory in Shanghai City

随着互联网技术的发展,残疾人辅助器具信息化服务成为未来发展方向。基于模块化理论,上海建立了辅助器具服务信息综合平台,开发了基础数据平台、辅助器具3D展示平台、辅助器具申请平台、APP辅助器具申请评估系统、康复机构辅助器具申请系统、辅助器具租赁系统、供应商管理平台、辅助器具电商平台、残疾人数据分析平台及政策文件管理平台等10大残疾人辅助器具服务模块,实现了"互联网+残疾人辅助器具服务"的新模式。该平台的建立创新了辅具申请流程,使残疾人足不出户可以体验和申领辅具,实现了适配评估全程信息化,对国内残疾人辅助器具服务工作发展起到了示范和引领作用。

With the development of internet technology, the informationalized service of assistive device for the disabled will become a trend of development. Based on modularity theory, Shanghai has established Comprehensive Information Platform of Assistive Devices by developing over 10 service modules of assistive devices for the disabled such as platform of basic information, platform of 3-dimenstion display of assistive devices, platform of appliance of assistive devices, appliance and assessment system on App, appliance system for assistive devices specially for rehabilitation institutions, net-rent system of assistive device, online supplier management platform,e-commerce platform of assistive device, data analysis platform for the disabled and policy document management platform. By integrating with all these platforms, Shanghai has constructed a new model of ＂Internet plus＂ service of assistive device for the disabled, innovating the application procedures, with the disabled applying and experiencing services at home. Also, the new model has informationalized the evaluation process and played a leading role in assistive device service for the disabled.
